What is Civil Infrastructure?

The civil infrastructure sector helps build the foundations of everyday life in Aotearoa. It includes the planning, construction, and maintenance of essential public assets such as roads, water systems, energy networks, and urban spaces. This sector supports economic growth, strengthens communities, and helps ensure New Zealand’s infrastructure is prepared for tomorrow’s challenges.

Why the Workforce Plan Still Matters

A Different Approach

Unlike other sector plans, this Workforce Development Plan (WDP) was shaped without direct industry interviews. Instead, it was guided by the Civil Infrastructure Strategic Reference Group and built on insights from the 2023 Civil Workforce Forum: Developing a Skilled Civil Construction Workforce, published by Civil Contractors New Zealand.

  • Growing a domestically sourced workforce

  • Immigration’s role in meeting workforce needs

What's Next

What's Next? Since the initial release, Civil Contractors New Zealand has published updated Industry Survey reports for 2024 and 2025. Although a refresh of this WDP was planned for 2025, it will not proceed. However, the industry is eager to lead the development of a new, future-focused workforce plan.
